Public News Promotion System Change

Ok seeing how the majority of members would like to have more say in who gets promoted, we have decided to make slight changes to the promotion system.

Now, a member will not be instantly promoted if he or she received all the required votes to the next rank.

A member will only be promoted if he/she has ALL REQUIRED VOTES AND HAS BEEN ON THE PROMOTION LIST FOR TWO DAYS! This means that at the third day they have been on the list, they will be promoted if they have the required votes

Members will still have 5 total days to receive total votes.
